What We Do

1.
Review, analyze, and advise Nebraska VR regarding their performance under the 1998 Amendments to the Rehabilitation Act, including responsibilities relating to: eligibility; order of selection; the extent, scope, and effectiveness of services provided; and functions performed by state agencies that affect or potentially affect the ability of individuals with disabilities in achieving employment outcomes under this Act.
2.
In partnership with Nebraska VR, develop, agree to, and review State goals and priorities, evaluate the effectiveness of the vocational rehabilitation program, and submit reports of progress to the Commissioner.

Assist in the preparation of the State plan and amendments to the plan, applications, reports, needs assessments, and evaluations required in the Act.

To the extent feasible, conduct a review and analysis of the effectiveness of and consumer satisfaction with: functions performed by the designated State agency; vocational rehabilitation services provided by State agencies and other public and private entities responsible for providing vocational rehabilitation services to individuals with disabilities under this Act; and employment outcomes achieved by eligible individuals receiving services including the availability of health and other employment benefits in connection with such employment outcomes.
5.
Prepare and submit an annual report to the Governor and the Commissioner on the status of vocational rehabilitation programs operated within the state, and make the report available to the public.
6.
To avoid duplication of efforts and enhance the number of individuals served, coordinate activities with the activities of other councils within the state.
7.
Provide for the coordination and the establishment of working relationships between Nebraska VR and the Statewide Independent Living Council and centers for independent living within the State.
8.
Perform such other functions, consistent with this Act, as the Council determines to be appropriate.

Becoming a Member

Federal law also requires that the majority of Council members experience a disability and not be employed by the VR agency. Currently eleven (11) of the nineteen (19) SRC members experience a disability. Seventeen (17) of the nineteen (19) SRC members do not work for the NE Department of Education.

One representative of the Independent Living Council
One representative of a Parent Training and Information Center
One representative of the Client Assistance Program
One vocational rehabilitation counselor (if the counselor works for a state agency, this individual will not be allowed voting privileges)
One representatives of community rehabilitation program service providers
Four representatives of business, industry, and labor
Representatives of disability groups
Current or former applicants for or recipients of vocational rehabilitation services
One representative of the State educational agency responsible for the public education of students with disabilities
The Director of Nebraska Vocational Rehabilitation (ex officio/non-voting member)
One representative of the State Workforce Investment Board

The Executive Committee reviews applications. If there is a position available on the Council, the Executive Committee will interview the individual applying and make a decision.

The Executive Committee commits itself to the recruitment and retention of a broad, statewide membership who represent a wide range of interests, abilities and cultures.
